State Representative Gary Click has voted in favor of House Bill 15, which proposes to enhance power generation in Ohio, ensuring affordable and reliable energy for residents. The measure, intended to undo previous corruption, strives to bolster Ohio's economic standing with dependable energy solutions.
"House Bill 15 is the final step in undoing years of corruption," Representative Click stated, emphasizing that this is a pivotal moment for Ohio.
The bill introduces several key measures. It seeks to foster competition in the energy market by allowing intrastate transmission access to more parties and enables local communities to seek "priority investment area" designations to stimulate new energy development.
To address affordability, House Bill 15 mandates utility companies to undergo comprehensive rate reviews instead of opting for Electric Security Plans. It requires Standard Service Offers to align with Market Rate Offers to boost transparency. It prohibits Electric Distribution Utilities from misusing assets funded by customers, thereby ensuring fairness. Furthermore, it halts new Solar Generation Fund collections, redirecting remaining funds to consumers, and establishes Multi-Year Rate Plans to reflect actual costs.
For future energy needs, the bill restricts EDUs from owning generation and decreases the Tangible Personal Property tax for new generation and infrastructure by 2027. It also mandates transparency through capacity heat maps and annual stakeholder meetings to modernize the grid. The Community Energy Pilot Program aims to rejuvenate distressed lands for energy diversification.
This legislation comes amid Ohio's rising demand for electricity, driven by its prominence as a tech hub in the Midwest. The bill will proceed to the Ohio Senate for further deliberation.
