State Rep. Gary Click | The Ohio House of Representatives
State Representative Gary Click has announced the Ohio House of Representatives' approval of House Bill 28. This legislation is designed to simplify Ohio's property tax system by eliminating replacement property tax levies, which are seen as potentially misleading to voters and capable of causing unintended increases in property taxes.
House Bill 28 prohibits local governments from proposing these replacement levies starting with elections on or after October 21, 2025. The bill does not affect any existing replacement levies already in place.
"Passing H.B. 28 was a vital first step in the process of halting sky-rocketing property taxes," said Click. He also expressed his intention to continue collaborating with fellow legislators to lower property taxes and address inflation concerns.
The legislation maintains the authority for local governments to renew current levies and propose new or increased levies directly to voters. With its passage through the House, House Bill 28 will now proceed to the Ohio Senate for further consideration.
